On 27 June 1817, the British member of Parliament William Lamb proclaimed that "the possession of great power necessarily implies great responsibility" during debate over the suspension of habeas corpus amid the rioting and disorder of the economic crisis and poor harvests following the end of the Napoleonic Wars.
